Phillips has found limited opportunities at Manchester City following his £45 million ($57 million) transfer from Leeds in July 2022. However, despite his club situation, he has continued to be selected by England manager Gareth Southgate for national duty. By joining West Ham, Phillips hopes to showcase his abilities and stake his claim for a starting role in the upcoming European Championship in Germany.
Reports suggest that West Ham will have the option to make the loan move permanent at the end of the season.

Currently occupying sixth place in the Premier League table, a top-five finish could secure a Champions League berth if other English sides perform well in European competitions. Furthermore, the team has advanced to the last 16 of the Europa League after winning the Europa Conference League last season.
